We developed our resource guide following extensive research. This research included:
We then synthesized material and selected resources for the guide based on WAHBE’s needs and our own findings.
- A literature review of nearly two dozen scholarly and popular press databases, which yielded more than 100 sources on accessibility practices.
- Outreach to other insurance exchanges, including all 13 state health exchanges as well as Healthcare.gov. We also contacted several European health ministries, insurance exchanges, and disability authorities, including those in Ireland and Switzerland.
- Outreach to experts and advocacy organizations who work directly with disabled users or themselves have a disability. These conversations helped ground our research and recommendations in the experience of users and practitioners.

The ICT Accessibility Resource Guide
This guide includes a wide variety of resources to improve the accessibility of Information Communication Technology (ICT). While we selected them for the Washington Health Benefit Exchange, they are applicable to a wide variety of organizations in various sectors.
